Did IR35 cause the NHS hacking debacle?

The Government brought in the IR35 changes from 06 April 2017 which hit anyone working on contract in the public sector with a big extra tax bill.  Basically, this resulted in lots of IT consultants working in the NHS picking up their laptops and going to work somewhere else.

Why were the NHS systems so exposed to a hack? There are reports that there were warnings out there about the holes in the NHS IT defenses.

Do you believe in coincidence?  Could it be that the Government attack on public sector agency workers paved the way for a successful hack into the NHS!  So overall maybe the tax changes did not help the Government at all.  In fact, the hacking debacle may have cost more than the extra tax that will be raised, let alone the “human cost” of health support services not being available.
